Established in 1995, the Hong Kong Arts Development Council (ADC) is a statutory body set up by the Government to plan, promote and support the broad development of the arts including literary arts, performing arts, visual arts as well as film and media arts in Hong Kong. Its major roles include grant allocation, policy and planning, advocacy, promotion and development, and programme planning. Aiming to foster a thriving arts environment and enhancing the quality of life of the public, the ADC is also committed to facilitating community-wide participation in the arts and arts education, encouraging arts criticism and raising the standard of arts administration.
While maintaining close ties with the arts and cultural community, the ADC also works closely with a diverse group of public and private partners – the Development Bureau, the Culture, Sports and Tourism Bureau, the Leisure and Cultural Services Department and the Education Bureau, the West Kowloon Cultural District Authority, Mainland authorities, overseas bodies and local arts groups. It hopes to reach a strong social consensus on arts development in Hong Kong, a focal point where ideas, practices and influence converge to distinguish the city as a cultural metropolis in Asia where a thriving arts community with top-notch talents takes root.
Through a variety of development strategies, the ADC aims to achieve the following goals -
- Making use of research findings to exert influence on cultural policy-making
- Providing greater support to the arts community for artistic pursuits
- Establishing platforms to assist arts groups in reaching out
- Encouraging public participation and expanding audience base; promoting arts education and popularising the arts
- Drawing arts veterans and cultivating new talents to raise professional standards of practice
- Exploring community resources and fostering partnerships to promote arts development

Cantonese Opera Advisory Committee
Terms of Reference
To advise the Government on the promotion, preservation, study and development of Cantonese opera. The specific categories include:
- professional training in Cantonese opera;
- audience building and promotion of Cantonese opera;
- preservation and study of Cantonese opera;
- cooperation between the Cantonese opera sector (e.g. the Chinese Artists Association of Hong Kong, other Cantonese opera groups and Cantonese opera practitioners) and other related organisations (e.g. the Hong Kong Arts Development Council, the Hong Kong Academy for Performing Arts and other bodies);
- engagement of various sectors, including the general public, the Cantonese opera sector, the academic sector, the media and the tourism industry, in the development of Cantonese opera;

Culture Commission
Terms of Reference
The Culture Commission will advise the Government on:
- the policy, strategy and initiatives for Hong Kong’s arts, culture and creative industries development with a view to realising the vision of turning Hong Kong into an East-meets-West Centre for International Cultural Exchange, including formulating a Blueprint for Arts and Culture and Creative Industries Development with a view to creating a more complete ecology for the development of the sectors; nurturing and attracting talent; nurturing arts groups, developing audience, promoting cross-sectoral and cross-genre collaboration, as well as promoting arts and cultural exchanges between Hong Kong and the Mainland as well as the rest of the world;
- the associated funding strategy to further the above objectives; and
- the strategy in encouraging the private sector’s participation in promoting the development of arts, culture and creative industries.

Hong Kong-Taiwan Cultural Co-operation Committee
Terms of Reference
The Hong Kong-Taiwan Cultural Co-operation Committee (HKTCCC) is the Hong Kong counterpart of the Cultural Co-operation Committee under the Taiwan-Hong Kong Economic and Cultural Co-operation Council in Taiwan. The HKTCCC will serve four major functions -
(i) | foster friendship and understanding among members of the arts and cultural sector as well as the creative industries in Hong Kong and Taiwan; |
(ii) | strengthen co-operation between Hong Kong and Taiwan in the development of the arts and culture and the creative industries; |
(iii) | discuss and exchange information on issues that may have impact on the arts and culture and the creative industries on both sides; and |
(iv) | relay issues of mutual concern to the relevant authorities. |

Background

Board of Trustees of The Hong Kong Jockey Club Music and Dance Fund

The Hong Kong Jockey Club Music and Dance Fund (the Fund) was set up in 1980 with a donation of $10 million from The Hong Kong Jockey Club (Charities) Limited for the promotion and development of music and dance. It is a non-statutory trust fund administered by a Board of Trustees. In 1994, a further capital injection of $22 million was provided by the Hong Kong Jockey Club Charities Trust (the Trust) to meet the increasing demand for support.
Scholarships are awarded to assist candidates of outstanding calibre to pursue post-graduate studies in music or dance at degree-awarding tertiary institutions in Hong Kong or pursue professional training in music or dance at world-renowned institutions or to undertake less formal studies, projects or creative work outside Hong Kong.
Objectives
The objectives of the Fund are to promote training and education in music and dance in Hong Kong by way of conferring scholarships to enable candidates of outstanding calibre to pursue further studies in or outside Hong Kong.

Terms of Reference
The terms of reference of the Sports Commission are to advise the Administration on –
- the policies, strategies and implementation framework for sports development in Hong Kong; and
- the provision of funding and resources in support of sports development in Hong Kong, taking into account the input from various stakeholders in sport through partnership and collaboration.

- To consider applications for grants from the Sir David Trench Fund for Recreation;
- To keep under review all matters pertaining to the Sir David Trench Fund for Recreation and to make recommendations for consideration of the Secretary for Culture, Sports and Tourism/the Permanent Secretary for Culture, Sports and Tourism; and
- To consider such other matters relating to the Sir David Trench Fund for Recreation as may be referred to the Committee by the Secretary for Culture, Sports and Tourism/the Permanent Secretary for Culture, Sports and Tourism.

Terms of Reference
- To advise the Government on the strategies to attract mega arts and cultural events to be held in Hong Kong;
- To advise the Government on the operation of Mega Arts and Cultural Events Fund (Mega ACE Fund); and
- To assess applications under the Mega ACE Fund for the Government’s approval.
